Salih Hoxha completed his Bachelor degree studies at the Faculty of Law at the University of Prishtina. He further completed his Master’s degree studies (LLM) in International Business Law at the Catholic University of Portugal in Lisbon.
 
Salih worked as a Legal Officer at the Basic Court in Prishtina, delegated by the USAID CLE project. He then worked as Senior Officer for European Union Legislation in the Ministry of European Integration and later as Senior Legal Officer in the Ministry of Finance.
 
He was a Professional Political Advisor to the Parliamentary Group of the Vetëvendosje Movement during the VII legislature.
