Draft Laws on Energy and Electricity are Approved in Principle
Prishtina, 16.04.2026 – After the vote by the Government of the Republic of Kosovo, the Parliamentary Committee on Economy has approved in principle:
️ Draft Law on Energy
️ Draft Law on Electricity
These laws constitute key pieces of legislation from the Clean Energy Package, for a sustainable, affordable energy sector.
Through these laws, the Clean Energy Package is partially transposed, creating the basis for secondary legislation for the full transposition of Directive 2019/944 and Regulation 2019/943, thus further aligning the harmonization of the legislative framework of the Republic of Kosovo with that of the European Union.
Upon the approval of these acts, the Republic of Kosovo is on the right track to fulfilling the conditions to benefit from over EUR 9 million from the European Union’s Growth Plan.
Beyond this, these laws are vital for increasing competition, protecting consumers and reforming the energy sector in the Republic of Kosovo. With the new laws, the well-being of the citizen is placed at the center of the system, starting from the treatment of Vulnerable Consumers as protection for those who need it most, to the selection of the Universal Service Provider through a competitive procedure as a mechanism for providing the best service with the most favourable conditions for all citizens of the country.
Among other things, these draft laws also create a legal basis for energy conservation, creating favourable conditions for the development of battery projects, a more stable grid, investments in generation capacities, and integration into the regional and European electricity market.
The Ministry of Economy thanks all those who worked on drafting these laws, including the technical assistance from USAID, LuxDev and the Energy Community Secretariat, the citizens and organizations who provided comments and suggestions, as well as the members of the Committee on Economy, who treated these laws with the highest priority and supported them with their votes.
The Ministry of Economy remains hopeful that these laws will be further processed and approved by the Assembly of the Republic of Kosovo as soon as possible.
