Human Resources Management Unit

1. The mission of Human Resources is to ensure an effective management of human resources through development of procedures, programs and services contributing to the achievement of the institution’s and employees’ goals by providing the proper balance of needs of employees and the needs of the institution, as well as exercising the functions and competences in accordance with the laws and by-laws in force in the field of human resources.

The tasks and duties of the Human Resources Management Unit shall be:
1.1. Supports and provides advice to the highest administrative officer of the institution, and/or the head of the institution in the field of human resources management;
1.2. Manages, plans, supervises and coordinates the work of organizational units in all activities of the human resources unit and ensures efficient operation;
1.3. Ensures and exercises competences in accordance with the authorizations and responsibilities for the implementation of legislation, documents, requirements, procedures, and standards for the institution in the field of human resources;
1.4. Prepares the annual plan and the mid-term staff plan, in accordance with the budget planning process of the institution;
1.5. Assists relevant units in preparing job descriptions, job classification and job systematization;
1.6. Develops procedures for transfers within the category and promotion for civil servants until the job position is filled based on the legislation in force;
1.7. Ensures implementation of work performance evaluation procedures, leaves, trainings, attendance at work, disciplinary procedures, suspension of the employment relationship, termination of the employment relationship – release from civil service, early retirement, certificates, employee statistics, etc., based on the applicable legal acts;
1.8. Administration of personnel files (individual files) of the institution and entering of all data, processes and procedures in the electronic system (HRSIM);
1.9. Payroll administration, salary compensations, bonuses, salary allowances of employees, etc.;
1.10. Preparation of the annual report and work plan for human resources management.

3. Head of the Human Resources Management Unit reports to the Secretary General.
4. The Human Resources Management Unit is an organizational unit equivalent to division.
