Department of Information and Communication Technology (ICT)

1. The mission of ICT is development of the electronic and postal communications, information technology and the digital economy sectors, and representation of Kosovo in the European Commission, within the “Sub-Committee on Innovation, Information Society and Social Policies”.
2. Tasks and duties of the Department of Information and Communication Technology shall be:
2.1. Proposes, drafts and ensures the implementation of policy/strategy documents in the electronic and postal communications, information technology and digital economy sectors;
2.2. Proposes, drafts and ensures the implementation of legislation in the electronic and postal communications, information technology and the digital economy sector;
2.3. Monitors and drafts regular periodic reports on the implementation of policy/strategy documents on the electronic and postal communications, information technology and digital economy sectors;
2.4. Identifies, proposes and defines standards for the postal, electronic communications and information technology sectors at the national level;
2.5. In the electronic communications sector, reviews the compliance with European standards, promotes investments for development of fixed and mobile broadband infrastructure, increases access of educational and healthcare institutions to broadband infrastructure;
2.6. In the postal sector, reviews the compliance with European standards including tariffs, quality of services and technical standards;
2.7. In the information technology sector, develops and supports information technology and IT innovations, in particular electronic commerce; electronic identification; security of information systems; access to technology; as well as promotes the development of ICT training systems;
2.8. In the digital economy sector, supports development of digital economy, including other new technologies, such as: Artificial Intelligence, Internet of Things, Big Data, Cloud Computing, Virtual Reality, 3D Printing, etc.;
2.9. Represents Kosovo in the European Commission, within the Subcommittee on Innovation, Information Society and Social Policies, for the electronic communications, information technology and digital economy sectors; in the Regional Cooperation Council for the Digital Integration pillar and in other regional and international initiatives related to the area of ICT;

3. The Director of the Department of Information and Communication Technology reports to the Secretary General.
4. This Department shall be composed of the following divisions:

4.1. Information Technology Division
4.2. Electronic and Postal Communications Division
4.3. Digital Economy Division.

5. The number of employees in the Department of Information and Communication Technology is twelve (12).

1.1. Proposes, drafts and ensures the implementation of policy/strategy documents in the information technology sectors
1.2. Proposes, drafts and ensures the implementation of legislation in the information technology sector;
1.3. Monitors and prepares periodic reports on the implementation of policy/strategy documents in the information technology sector;
1.4. Develops and supports information technology and IT innovations, in particular electronic commerce; electronic identification; security of information systems; access to technology; as well as promotes the development of ICT training systems;
1.5. Manages, administers, maintains and updates the data of the Identification and Electronic Signature System.

2. The head of the Information Technology Division reports to the Director of the Department of the Information and Communication Technology.

3. The number of employees in the Information Technology Division is four (4).

1. Tasks and duties of the Electronic and Postal Communications Division shall be:

1.1. Proposes, drafts and supervises the implementation of policy/strategy documents in the electronic and postal communications sector;
1.2. Proposes, drafts and ensures the implementation of legislation in the electronic and postal communications sector;
1.3. Supervises and drafts periodic reports on the implementation of policy/strategy documents in the electronic and postal communications sector;
1.4. Ensures integration of European Standards into strategic planning and legislation on electronic communications;
1.5. Manages, administers, maintains and updates the data of the Electronic Atlas System, which contains three (3) main maps: Infrastructure Map; Service Map; and Investment Map;
1.6. It is responsible for the administration of philatelic activities, preparation of the annual thematic program of the issue of postage stamps, meeting of the Postage Stamps Committee and upon their approval, giving the necessary instructions for their production and putting into circulation by the public operator.

2. The head of the Electronic and Postal Communications Division reports to the Director of the Department of the Information and Communication Technology.

3. The number of employees in the Electronic and Postal Communications Division is three (3).

1. Tasks and duties of the Digital Economy Division shall be as follows:

1.1. Proposes, drafts and supervises the implementation of policy documents in the digital economy sector;
1.2. Proposes, drafts and supervises the implementation of legislation in the digital economy sector;
1.3. Drafts and prepares periodic reports on the implementation of policy/strategy documents and legislation in the digital economy sector;
1.4. Manages, administers, maintains and updates the data of the Kosovo Research and Education Network – KREN;
1.5. Ensures integration of European Standards into strategic planning and legislation on digital economy sector;
1.6. Supports development of digital economy, including other new technologies, such as: Artificial Intelligence, Internet of Things, Big Data, Cloud Computing, Virtual Reality, 3D Printing, etc.;

2. The head of the Digital Economy Division reports to the Director of the Department of the Information and Communication Technology.

3. The number of employees in the Digital Economy Division is four (4).
