Three qualified bidders submit bids for the Wind Auction
Prishtina, 10 September 2026 – The Ministry of Economy has concluded the bid submission phase under the Request for Proposals for the First Wind Auction, with a targeted capacity of 50 to 100 MW. Three qualified bidders have submitted their bids as part of this process.
The submission of bids marks the transition to a decisive phase of the competitive process for the development of new wind energy projects. Through this auction, Kosovo aims to mobilize new private investments in the energy sector, increase domestic generation capacities and contribute to security of supply and the diversification of energy sources.
The following have applied and submitted their bids in this process:
- The consortium “Notus Energy GMBH” and “Stublla Energy LLC”, from Germany and Kosovo;
- “Akuo Energy SAS”, from France; and
- “GÜRİŞ Inşaat ve Mühendislik AS”, from Turkey.
On this occasion, Acting Minister of Economy, Artane Rizvanolli, emphasized that with the receipt of bids for the first competitive process for wind energy capacities, an important stage of this process is being concluded.
“In the coming weeks, the bids will be evaluated to verify compliance with all legal, administrative and technical requirements set out in the project documentation. Only bids that meet these standards will advance to the financial evaluation stage, where the bidder offering the lowest price will be declared the winner. This approach ensures quality, transparency, fair competition and the best value for the citizens of the Republic of Kosovo.”
The Wind Auction is part of the policies of the Republic of Kosovo for the development of new renewable energy capacities, the diversification of electricity generation sources and the advancement of the country’s energy transition.
This process has been made possible with the support of international partners, particularly the International Finance Corporation (IFC), as the transaction advisor, with the support of the Government of Germany, as well as the Government of Luxembourg through LuxDev.
The Ministry of Economy will continue with the evaluation of the submitted bids, in accordance with the criteria and procedures set out in the competitive bidding documentation. The process will be conducted in accordance with the principles of competition, transparency and equal treatment of bidders, in line with the applicable legal framework and best international standards.
