Pre-Bid Conference Held for Kosovo Wind Project
Prishtina, 01.07.2026 – The Ministry of Economy has organized the Pre-Bid Conference for the 50-100 MW wind energy project in Kosovo, marking an important step in the implementation of the first wind energy auction in the country.
The conference brought together representatives of energy sector institutions, international partners and the three pre-qualified bidders, from France, Germany and Turkey, who, after successfully completing the qualification phase, have advanced to the project proposal phase.
In her opening remarks, Acting Minister of Economy, Artane Rizvanolli, emphasized that today’s conference is an opportunity for investors to ask questions, clarify project agreements, and discuss technical and contractual issues, so that they are as well informed as possible and their offers are as qualitative as possible.
“This wind auction, which we are concluding this summer, is the first wind auction, but it will be a model for future auctions,” Rizvanolli declared.
The attendees were also addressed by the Chairman of the Board of the Energy Regulatory Office, Ymer Fejzullahu, the Chief Executive Officer of KOSTT, Trim Tërnava, and the IFC Officer for Kosovo and North Macedonia, Visar Perani.
Fejzullahu emphasized that through this process, new investments and economic development are created and that organizing the auction represents an important step towards transforming the energy sector.
Meanwhile, Tërnava highlighted that this project adds new energy capacities to Kosovo, strengthening security and reliability, and that KOSTT will be committed to supporting the project within the legal framework, working closely with all parties for an efficient and transparent process.
Meanwhile, Perani, IFC’s official for Kosovo and North Macedonia, spoke about the great importance of the project, which he described as the largest project in the country so far in the field of energy.
The Pre-Bid Conference was organized to provide pre-qualified bidders with clarifications on project agreements, as well as technical, regulatory and contractual issues, ensuring that all bidders have equal access to information during the preparation of their bids.
This project has been made possible thanks to the strong support of international partners, in particular the International Finance Corporation (IFC) as transaction advisor, supported by the Government of Germany, as well as the Government of Luxembourg through LuxDev.
The Ministry of Economy remains committed to advancing investments in renewable energy sources and to developing competitive, transparent processes in line with international best practices, in order to fulfill Kosovo’s strategic objectives for energy transition, economic development and decarbonization of the energy sector.
