Social housing in Hajvali, an example of transformation through energy efficiency
Prishtina, 22.04.2025 – The Caretaker Prime Minister of the Republic of Kosovo, Albin Kurti, together with the Caretaker Minister of Economy, Artane Rizvanolli, and the Managing Director of the Kosovo Energy Efficiency Fund (KEEF), Driton Hetemi, visited two social multi-family buildings in Hajvali where investments for energy efficiency are under way.
The two social-housing buildings in Hajvali, constructed in 2017 and accommodating about 100 families (50 families of veterans of the Kosovo Liberation Army and 50 families under the social-assistance scheme), are undergoing far-reaching transformation through energy-efficiency investments.
With an area of more than 4,300 m² each and an initial investment of some 600,000 EU, these buildings had for years been unable to meet the residents’ basic needs, especially during winter, while today, energy savings in the two buildings stand at around 40%.
It was also underlined that, in several public buildings, hospitals and schools, insulated within the framework of energy efficiency investments, energy savings have reached up to 90%.
During the visit, the Caretaker Minister of Economy, Artane Rizvanolli, highlighted the importance of the project: “Energy efficiency in social housing is a significant turning-point for families in need, and with this efficiency project we are giving a new life to these buildings, significantly improving living conditions and turning social apartments into environments that offer safety, warmth and quality of life. The energy transformation starts at the roots – from the families that most need care and support”, she concluded.
These are only 2 of the 25 buildings currently being renovated throughout Kosovo, within an overall investment of 6 million EUR that cover about 3,800 residents, or 750 families in need.
The measures being implemented include:
- Thermal insulation of external walls and roofs
• Replacement of windows and doors
• Installation of efficient air-conditioning units for heating and cooling
• Renovation of common areas and entrances
• Installation of smoke detectors and an intercom system
The project is implemented by the Kosovo Energy Efficiency Fund (KEEF) with support from the Government of the Republic of Kosovo, the European Union through a 90% grant, and the respective municipalities with 10% co-financing.
Over the past four years, deep reforms have been undertaken in the energy sector:
- 75+ million EUR allocated to citizens and businesses,
• 3,000+ houses insulated,
• 40,000+ families benefitting from efficient appliances and saving up to 20% of their energy
• 125 public buildings, mainly schools and hospitals
