An important step towards increasing energy capacities: 3 companies successfully qualify for construction of the wind plant

Prishtina, 18.04.2025 – Following the success of the first solar-energy auction last year, we launched the first wind-energy auction with a capacity of 100 MW, supported by the International Finance Corporation (IFC) and the United States Agency for International Development (USAID).

On 20 February, three applications were received for this auction from the following international companies:

  • Akuo Energy from France
  • Güriş From Türkiye, and
  • The Notus/Stublla Energy Consortium from Germany and Kosovo

The Evaluation Committee examined all applications and found that the three applicants meet the legal, technical and financial criteria for this phase of the competition, and then latter they shall proceed to the second phase of the process.

In the coming days, the Ministry of Economy will publish the Request for Proposals for these qualified companies, a process which will last about 6 months and will be conducted to the highest standards of transparency.

During this period, a pre-bid conference will be organised with the qualified investors, where, together with the IFC, we shall present the structure of the project and the main details of the contractual agreements.

Afterwards there will be a question-and-answer phase to allow finalisation of the full documentation on which the companies will submit their bids.

Once the proposals are received, the Committee will evaluate compliance with all legal, technical, environmental and social criteria, and only the bids that meet these criteria will proceed to the opening of the financial offers.

The project winner will be selected on the basis of the bid with the lowest price per MWh, which must always be below the price ceiling set by the energy regulator.

As always, our objective has been and remains: transparency throughout the process, which reduces project risk and increases investor confidence; risk reduction, which brings more favourable financial offers; and, ultimately, the best offer that protects consumers from high energy prices in the future.

This is another important step in our commitment towards building a modern, sustainable and affordable power system for all citizens.
