Bids of the first solar photovoltaic auction of 100 MW opened, 6 companies and consortia from Turkey, France, Germany, Switzerland, Egypt and Kosovo bid

Prishtina, 03.02.2024 – Today, the Ministry of Economy has opened the bids of the first solar photovoltaic (PV) auction of 100 MW, in the presence of the media, revealing the names of six companies and consortia that have submitted their bids.

The companies and consortia that have submitted bids are:

Consortium “Çalik-Limak” from Turkey,
Company “Notus Energy Kosovo” from Germany, branch in Kosovo,

Company “Akuo Energy SAS” from France,

Company “Elswedy Electric” from Egypt,

Consortium “Guris Insaat Muhendishik” from Turkey, and

Consortium “Orllati” from Switzerland, branch in Kosovo.

The auction closed on 31 January 2024, at 14:00, where six offers were received, while for three days, until today at 14:00, was the deadline for the possible submission of offers by mail.

After the opening of the bids, Minister of Economy, Artane Rizvanolli, stated that following an intensive work in selecting the location and creating optimal prerequisites, and careful preparation of the auction documentation, today we are unveiling six companies or consortia that have submitted their bids for the construction of a 100-megawatt solar plant in Kosovo.

Minister Rizvanolli clarified that during the process, through responses in more than 10 rounds of clarifications, they ensured to lead a fair and open process where all parties are well-informed, and added that, so far, with the support of USAID, a fair and competitive process with complete transparency has been developed, which can be freely considered an example for the region.

She also added that receiving these offers today from serious and experienced investors in the field of renewable energy is evidence of the tireless work of the Ministry of Economy and the dedication of the Government of the Republic of Kosovo to provide a fair and friendly environment for foreign investments.

Minister Rizvanolli announced that this is only the first project in a series of projects over the next two years, where competitive procedures are planned for the construction of renewable energy capacities of 950 megawatts, totaling a value of 1.2 billion euros.

“With the same enthusiasm, we will develop other competitive projects as part of this package, starting with the 150-megawatt wind auction that we will launch this year”, Minister Rizvanolli concluded.

In the coming weeks, the evaluation commission, composed of members from the Ministry of Economy, the Ministry of Environment, Spatial Planning and Infrastructure, the Energy Regulatory Office, as well as the Transmission System Operator – KOSTT, will evaluate the bids against the minimum financial, professional, and technical requirements outlined in the auction dossier.

As a second phase, an electronic or e-auction will be organized, where qualified companies will have the opportunity to lower their initial price by competing with each other. The bidder who has submitted the lowest price bid at the conclusion of the e-auction will be declared the winner.
