Department of Mining

1. The mission of the Department of Mining is to create the conditions for a sustainable development of the mining sector through drafting the legal framework, strategic documents, setting a reasonable royalty and promoting the mining sector so that the survey, extraction and enrichment of mineral resources be in fair competition and in compliance with the applicable standards and rules for optimal and rational use of mineral resources for the overall development of the country, taking into consideration the social and environmental aspects in the mining sector.
2. Tasks and duties of the Department of Mining shall be as follows:
2.1. Supporting and providing advice to the highest administrative leadership and/or the head of the institution for the development of the institution’s policies and objectives in the field of responsibility of the Institution;
2.2. Planning, drafting, supervision of the implementation of policies, legislation, strategic documents, procedures, standards and technical rules related to the mining sector;
2.3. Determining the formulas, preparing and issuing the proposed list of mining royalties for activities licensed for the exploitation of mineral resources;
2.4. Preparing and reviewing consents for Public Authorities for the purpose of approval and implementation of spatial and urban plans;
2.5. Providing support in the drafting, reviewing and approval of Mineral Resources Management Annual Plans;
2.6. Planning, proposing, drafting and developing plans and activities for the promotion of the mining sector;
2.7. Managing, updating and maintaining the database of mining activities;
2.8. Maintaining and updating the Unique Information System for mineral resources;
2.9. Planning, identifying and adaptation of international directives and standards for the mining sector;
2.10. Drafting plans and projects for treatment of historical dumps of the mining sector;
2.11. Proposing, drafting and monitoring plans and projects for conservation of abandoned mines;
2.12. Preparing and monitoring environmental and social issues plans in the mining sector;
2.13. Planning, proposing, drafting and managing studies and projects in the mining sector;
2.14. Identifying and preparing materials for proposal of areas of special mining interest;
2.15. Organizing, participating and representing the institution in conferences, workshops and activities related to the mining sector within the scope of responsibility of the Department;

3. The Director of the Department of Mining reports to the Secretary General.

4. This Department is composed of:

4.1. Mining Policy Division;
4.2. Mining Sector Database and Promotion Division;
4.3. Safety, Standards and Technical Rules in Mining Activities Division;

5. The number of employees in the Department of Mining is ten (10).

1. The tasks and duties of the Mining Sector Database and Promotion Division shall be:

1.1. Planning, analysis, management, updating and maintaining the database of mining activities;
1.2. Maintaining and updating the Unique Information System for mineral resources;
1.3. Planning, analysis, preparation and drafting of maps for the needs of the Department and the Ministry related to the mining sector;
1.4. Planning, analysis, preparation and monitoring of various materials promoting mining activities;
1.5. Support in reviewing consents for Public Authorities for the purpose of approval and implementation of spatial and urban plans;
1.6. Receiving, creating, processing and systematizing data on mineral resources and mining activities;
1.7. Supporting the identification and proposing areas of special mining interest;
1.8. Monitoring the export of mineral resources;
1.9. Planning, analysis, preparation and monitoring of data on mining activities and preparation of regular reports on mining activities:
1.10. Representation of the institution in work meetings, conferences with the scope of responsibility of the Division;

3. The number of employees in the Database and Promotion Division is three (3).

1. Tasks and duties of the Safety, Standards and Technical Rules in Mining Activities Division shall be:

1.1. Planning, drafting, supervision of the implementation of the safety legislation on mining sector;
1.2. Adaptation, supervision and implementation of safety standards in mining activities;
1.3. Drafting, supervision and implementation of technical rules on safety in mining activities;
1.4. Planning, formulation, drafting, proposal, supervision of the implementation of strategic documents for safety, standards and technical rules in mining sector;
1.5. Planning, proposing, drafting and development of plans and projects for conservation of abandoned mines;
1.6. Identification and adaption of international directives for the mining sector;
1.7. Drafting of regular reports on safety issues, standards and technical regulations of the mining sector;
1.8. Representation of the institution in work meetings, conferences and various activities related to safety, standards and technical rules in mining sector within the scope of responsibility of the Division.

2. The head of the Safety, Standards and Technical Rules in Mining Activities Division reports to the Director of the Department of Mining.
3. The number of employees in the Safety, Standards and Technical Rules in Mining Activities Division is thiree (3).

1. Tasks and duties of the Mining Policy Division shall be:

1.1. Planning and drafting legislation for the mining sector;
1.2. Planning, drafting and supervision of the implementation of the strategy and strategic documents for the mining sector;
1.3. Planning, drafting and supervision of the implementation of the Mining Strategy implementation programs;
1.4. Drafting regular periodic reports on the implementation of the Mining Strategy;
1.5. Providing support in reviewing Mineral Resources Management Annual Plans;
1.6. Providing support in preparation and issuance of the proposed list for mining royalties;
1.7. Planning and drafting legislation, strategic documents, standards for protection of the community and environment affected by mining activity;
1.8. Planning, proposal, drafting and development of plans and projects for community development and treatment of the environment affected by mining activities;
1.9. Planning, proposing, drafting and development of plans and projects for treatment of historical dumps of the mining sector;
1.10. Representation of the institution in work meetings, conferences with the scope of responsibility of the Division;

2. The head for Mining Policy Division reports to the Director of the Department of Mining.
3. The number of employees in the Mining Policy Division is three (3).
