Minister Rizvanolli and Ambassador Schuebel visit “Kosova B”: Progress on the electrostatic precipitator project in focus

Obiliq, 21 October 2026 – The Minister of Economy, Artane Rizvanolli, and the European Union Ambassador to Kosovo, Dirk Schuebel, visited the Kosovo Energy Corporation’s “Kosova B” Thermal Power Plant today to observe first-hand the implementation of the electrostatic precipitator project and the DeNOx system for reducing nitrogen oxides.

The project, contracted by the EU for implementation by a European consortium, covers units B1 and B2 and represents a major investment in Kosovo’s energy infrastructure. EU funding amounts to approximately EUR 84 million. Work on unit B1 began in April 2026 and is scheduled for completion in November this year, while work on unit B2 is scheduled to begin in April 2027.

The Ministry of Economy has called on the contractor and the EU, as the contracting authority, to make every effort to complete the project within the planned timeframe. Returning unit B1 to operation on time is particularly important for security of supply during the winter months, when energy demand is high.

The Minister emphasized the importance of continuously monitoring the project’s progress and promptly addressing any obstacles that could affect implementation deadlines.

The electrostatic precipitators and the DeNOx system are intended to reduce dust concentrations in flue gases to 20 mg/Nm³ and nitrogen oxide concentrations to 200 mg/Nm³. According to the project’s objectives, this represents a reduction by a factor of up to 18 for dust (350 mg/20 mg) and approximately three for nitrogen oxides (540 mg/200 mg), significantly improving the power plant’s environmental performance.

During their meetings this week, the Minister and the Ambassador also discussed reforms under the EU Growth Plan, including the Draft Law on the Energy Regulator, which is open for public consultation until 5 November. Stakeholders are invited to submit their comments. Adoption of the Law is linked to fulfilment of a Growth Plan condition worth approximately EUR 6.26 million.

The Minister and the Ambassador welcomed the results of cooperation to date, including the EUR 75 million Energy Support Package, the completion of which was marked on 16 October. More than 200,000 households and 154 businesses in Kosovo have benefited from this package.

Both reaffirmed their commitment to close cooperation in implementing investments and reforms that enhance energy security, improve services for citizens and support the modernization of the sector.
