EU-funded €75 million Energy Support Package delivers tangible benefits to households and businesses across Kosovo
Pristina, 16 October 2026 – The European Union in Kosovo, together with Kosovo institutions and implementing partners, marked today the successful implementation of the EU-funded €75 million Energy Support Package, which has benefited more than 200,000 households and 154 businesses across Kosovo, helping them cope with energy costs, improve energy efficiency and adopt renewable energy solutions.
The event brought together EU Ambassador in Kosovo Dirk Schuebel, Minister of Economy Artane Rizvanolli, Director of the Kosovo Energy Efficiency Fund Njomza Hoxha, mayors, implementing partners and beneficiaries to reflect on the package’s achievements and discuss future cooperation on Kosovo’s clean energy transition.
The Energy Support Package was a concrete demonstration of EU solidarity with Kosovo and other Western Balkans partners introduced by the European Union in 2022 in response to the global energy crisis caused by Russia’s unprovoked and unjustified war of aggression against Ukraine.
Beyond providing direct assistance to households affected by rising energy costs, the package supported energy efficiency improvements in tens of thousands of homes and 154 businesses, helping reduce energy consumption and costs while improving living and working conditions. It also promoted renewable energy solutions and supported reforms aimed at advancing Kosovo’s sustainable energy transition.
Speaking at the event, EU Ambassador in Kosovo Dirk Schuebel highlighted both the immediate benefits and the long-term significance of the EU’s investment.
“The Energy Support Package was not only a response to the energy crisis, but also an investment in Kosovo’s long-term energy security and sustainable energy transition. In line with the EU’s ‘energy efficiency first’ principle, it has helped households and businesses reduce energy costs while supporting the transition to cleaner energy,” Ambassador Schuebel said.
He also underlined the scale of the EU’s long-standing commitment to Kosovo.
“The €75 million package represents just a fraction of the more than €3.7 billion the EU has invested in Kosovo since 1999, as Kosovo’s strongest and most reliable partner and largest provider of financial assistance,” he added.
Emphasising the effect on the EU’s Energy Support Package, Minister of Economy Artane Rizvanolli said: “More than 200,000 families in Kosovo have benefited from the European Union’s Energy Support Package, worth a total of 75 million euros. We supported families in getting through the winter and invested to help them through many winters to come. On behalf of the Government of the Republic of Kosovo, I thank the European Union for the support it provided us during a very difficult period.”
Director of the Kosovo Energy Efficiency Fund Njomza Hoxha highlighted the key results of the €20 million residential programme under the EU’s package, highlighting support for 3,651 households and energy efficiency improvements in 28 social housing buildings across 13 municipalities. She emphasised the programme’s impact on energy savings, reduced CO₂ emissions and improved living conditions, as well as the importance of continued investment and partnerships to expand energy efficiency measures in Kosovo.
“During the energy crisis, this support was transformed into tangible investments for families, energy savings, and a more sustainable energy future,” said Hoxha.
The event also provided an opportunity to discuss the reforms and investments needed to build on the package’s results, improve energy efficiency, expand renewable energy use and strengthen Kosovo’s long-term energy resilience.
Looking ahead, Ambassador Schuebel reaffirmed the EU’s commitment to continued cooperation with Kosovo institutions.
“Continued EU–Kosovo cooperation and joint investments will be essential to advancing Kosovo’s transition to renewable energy and strengthening its long-term energy security. I look forward to working with Kosovo institutions and seeing further EU support translate into tangible benefits for Kosovo’s citizens, families and businesses in the years ahead. The EU is by your side!”
