The Finance and General Services Department

1. Duties and responsibilities:

  1. Manages and maintains information on human resources of the ministry, assistance of the management in internal organization, provision of administrative, logistical and IT support;
  2. Ensures implementation of procedures on the selection and employment of qualified staff members, in line with the applicable legislation;
  3. Coordinates the development, implementation, reporting and evaluation of the ministry’s budget.
  4. Coordinates timely settlement of the ministry’s financial obligations;
  5. Maintains IT equipment and provision of IT services;
  6. Manages the archives system and ministry’s internal documentation.
  7. Provides logistical services for the ministry.

2. The Head of the Finance and General Services Department reports to the Secretary General.

3. This Department consists of the following Divisions:

  1. Human Resources Division;
  2. Budget and Finance Division;
  3. IT and Logistics Services Division.

4. The Finance and General Services Department shall have thirty-seven (37) staff.

1. The following are the duties and responsibilities:

  1. Coordinates human resources planning.
  2. Manages staff recruitment;
  3. Contributes in enhances the performance of the staff through motivational and development training plans;
  4. Ensures implementation of recruitment and selection procedures, discipline, settlement of complaints, leave requests, job evaluation, etc.

2. Head of the Human Resources Division reports to the Secretary General, on operational issues, and to the Head of Financial and General Services Department, on administrative issues.

3. The number of employees in the Personnel Division is seven (7).

1. Duties and responsibilities:

  1. Drafts budget proposals
  2. Coordinates budgetary issues for all administrative structures of the ministry;
  3. Submits reports on the budget execution
  4. Ensures that financial expenditures are made in line with budgetary rules and procedures
  5. Manages cash reserves and ensures that internal financial control is based on accountability principles;
  6. Ensures close cooperation with the internal and external auditor in preparing budget and financial auditing statements’

2. Head of the Budget and Finance Division reports to the Secretary General, on operational issues, and to the Head of Finance and General Services Department, on administrative issues.

3. Budget and Finance Division shall have six (6) staff.

1. The following are duties and responsibilities:

  1. Provides logistical support for ministry’s staff meetings.
  2. Ensures support in information technology;
  3. Manages the ministry’s inventory and storages;
  4. Coordinates requests and needs of the ministry for goods and office supplies;
  5. Manages transportation needs and ministry’s vehicle stock;
  6. Maintains and administers the ministry’s archives system.

2. The Head of the IT and Logistics Services Division reports to the Head of the Department for Support Services.

3. The number of employees in the IT and Logistics Services Division is twenty-three (23).
