Scope of the Ministry of Economy

The scope of the Ministry of Economy (MoE) is grounded in Regulation No. 14/2023 on the Areas of Administrative Responsibility of the Office of the Prime Minister and the Ministries, and encompasses core responsibilities for the development and implementation of public policies, legal acts and bylaws in the area of energy, mining, electronic communications, information technology and the digital economy, while ensuring alignment with EU legislation and the relevant international conventions.

The Ministry of Economy is entrusted with establishing mandatory standards in these sectors and with implementing the policies and legislation concerning energy, mining, the postal sector, and electronic communications, ensuring full compliance with the applicable legal framework.

MoE also defines the objectives and policy measures for enhancing energy efficiency and promoting renewable energy sources. It supports the development of a free market and the liberalization of public services, encouraging the participation of private capital in public-sector activities. The Ministry supports the Government in exercising the rights of the Shareholder and chairs the Ministerial Committee for Publicly-Owned Enterprises, while overseeing and assessing the Boards of Directors of Publicly-Owned Enterprises to ensure their lawful and effective functioning.

Within the energy sector, the Ministry defines and monitors decarbonization targets and prepares the corresponding action plans for their implementation. It also oversees energy systems and manages emergencies related to the security of energy supply, ensuring full adherence to international technical rules and standards. The Ministry further coordinates and oversees the implementation of projects related to renewable energy sources and represents the Government in international and regional organizations covering the energy, mining, and ICT sectors.

Moreover, the Ministry carries out administrative oversight of the implementation of laws and bylaws in the area of energy and renewable sources and holds responsibility for negotiating and implementing international agreements. It promotes regional cooperation in the sectors of energy, mining and ICT and represents these sectors both within the country and abroad. The Ministry also proposes the schedule of mining royalties for licensed activities involving the exploitation of mineral resources and reviews approvals for spatial and urban planning.

With respect to the management of mineral resources, the Ministry approves annual management plans, identifies mining zones of particular interest, and conducts geological research, collecting and processing geoscientific data on Kosovo’s resources.

In the ICT area, the Ministry advances and supports sectoral development, with a focus on electronic commerce, electronic identification, and information system security, while fostering emerging technologies such as Artificial Intelligence, the Internet of Things, Big Data and Virtual Reality.

Lastly, the Ministry administers and maintains critical systems such as the Electronic Identification and Signature System, the Electronic Atlas System, and the Kosovo Research and Education Network (KREN), while carrying out any additional duties established under the applicable legislation.
