Department of Energy

1. The mission of the Department of Energy is formulation of policies, measures and monitoring implementation thereof, as well as promotion of investments in the energy sector in order to ensure secure, affordable energy supply for consumers based on the principles of sustainable development.
2. Tasks and duties of the Department of Energy shall be as follows:
2.1. Drafts policies, strategies, programs, action plans of the energy sector as well as monitors and reports implementation thereof;
2.2. Identifies the need to supplement/amend the legislation of the energy sector, participates in their drafting and monitoring of implementation;
2.3. Monitors and reports on performance, security of supply, technical security, market, tariffs and consumer protection in the energy sector;
2.4. Identifies the energy potential of energy generation as well as that of saving, and promotes investments in the energy sector and monitors implementation of projects;
2.5. Takes cares of identification and elimination of barriers to the development of businesses in the energy field;
2.6. Represents in organizations and forums within Kosovo and abroad for the energy sector.
2.7. Supports municipalities in drafting energy-related municipal plans;
2.8. Coordinates activities related to regional cooperation, including the Energy Community and other regional initiatives;

3. Head of the Department of Energy reports to the Secretary General.

4. This Department shall consist of:

4.1. Strategic Planning and Regional Cooperation Division (SPRCD);
4.2. Renewable Energy Sources Division (RESD);
4.3. Energy Efficiency Division (EED);
4.4. Energy Systems Division (ESD).

5. The number of employees in the Departments of Energy is (20)

1. The duties and responsibilities of the Strategic Planning and Regional Cooperation Division shall be:

1.1. Drafts policies, national strategies, programs of their implementation, for the energy sector as well as monitors and reports implementation thereof,
1.2. Drafts the National Energy and Climate Plan – the component of energy, and coordinates monitoring and reports on its implementation;
1.3. Develops analyses and projections of the energy sector development and identifies the need for studies and monitors implementation thereof;
1.4. Identifies the need to supplement/amend the legislation of the energy sector, participates in their drafting and monitoring of implementation;
1.5. Coordinates activities related to the Energy Community and regional initiatives in the field of energy;
1.6. Coordinates the activities within the Department of Energy in supplementing governmental and international planning and reporting documents for the energy sector;
1.7. Represents in organizations and forums within Kosovo and abroad related to the matters of the Division;

2. The head of the Division reports to the Director of the Department of Energy;

3. The number of employees in the Division is (4).

1. Tasks and responsibilities of the Renewable Energy Sources Division shall be:

1.1. Drafts RES development policies, monitors implementation thereof and reports;
1.2. Identifies the need to supplement/amend the legislation on RES, participates in their drafting and monitoring of implementation
1.3. Identifies the energy potential from RES and supports provision of the necessary documentation for the use of that potential in terms of RES development projects;
1.4. Supports investments in the field of RES, monitors the implementation of, and reports on RES projects;
1.5. Drafts promotional campaign materials for RES and takes care of their dissemination to the public;
1.6. Prepares and monitors implementation of projects in the field of renewable energy sources, financed by international institutions.
1.7. Represents in organizations and forums within Kosovo and abroad related to the renewable energy sources.
1.8. Supports the process of developing auctions;

2. The head of the Division reports to the Director of the Department of Energy.

3. The number of employees in the Division is four (4).

Following are the tasks and responsibilities of the Energy Policy Division:

  1. Heads the process of compilation of energy sector policies/strategies, and supports the process of their implementation;
  2. Proposes, compiles and provides for the implementation of energy sector legislation;
  3. Prepares of long term and annual energy forecasts and annual balances of previous year, and compiles regular annual reports;
  4. Collects and processes statistical energy data;
  5. Provides recommendations on the approval of energy balances.
  6. Implements other obligations deriving from the Energy Community Treaty.

2. The Head of the Energy Policy Division reports to the Head of the Department for Energy.

3. The number of employees in the Energy Policy Division is four (4).

1. Tasks and responsibilities of the Energy Systems Division shall be:

1.1. Prepares policies on the development of the electricity, natural gas and thermal energy sector;
1.2. Identifies the need to supplement/amend the legislation of the electricity, natural gas and thermal energy sector, participates in their drafting and monitors implementation;
1.3. Monitors and reports on the performance of energy systems, security of supply and technical security of electricity, natural gas and thermal energy systems;
1.4. Monitors and reports on the organization of the electricity market, thermal energy and natural gas, tariffs and customer care;
1.5. Provides information and participates in the process of drafting policies and measures for the development of the energy sector from an environmental and social aspect, and participates and contributes to forums, meetings and working groups of experts, either internally or in international organizations in relation to environmental and social aspects of the energy sector.
1.6. Monitors activities related to response plans in emergency situations;
1.7. Drafts opinions and recommendations regarding the development plans of transmission, distribution and generation of electricity, natural gas and thermal energy;
1.8. Coordinates activities arising as a request from local and international institutions related to the electricity sector, natural gas and thermal energy and contributes through participation in forums, meetings and working groups;
1.9. Performs tasks in the role of the Competent Authority for electricity and natural gas interconnection projects;
1.10. Represents in organizations and forums inside Kosovo and abroad for issues related to the electricity, natural gas and thermal energy sector.

2. The head of the Division reports to the Director of the Department of Energy.
