GPC approves companies’ request to extend the bid submission deadline

Prishtina, 17. 04. 2012 – In its meeting held on Tuesday, the Government Privatization Committee (GPC) for the KEDS project received a request from prequalified companies for the extension of the bid submission deadline to 21 May of this year.

The said request from the prequalified companies was presented after the latter asserted that they need additional time to prepare their consortium and bids for the privatization of the KEK’s Electricity Distribution and Supply functions.

Acting in full consent among member ministers, GPC approved the request of the companies to extend the deadline, in order to provide all companies running in this process equal opportunities, with the aim of stimulating the submission of the most qualitative bids. GPC decision stipulates that bids from all prequalified companies should be submitted no later than 21 May, at 12:00.

At the same time, GPC reviewed and approved requests of prequalified companies to establish consortia, namely approval was granted to the establishment of a consortium between Limak and Calik and a consortium between Elsewedy and TAIB.

While these companies were prequalified on the basis of certain technical and financial criteria, the establishment of consortia ensures that the bidders will have greater financial power and longer technical and management experiences. This decision also ensures that all prequalified companies are guaranteed  equal bidding opportunities in the process.

Also, during the last GPC meeting, member ministers approved the Bidding Protocol, on the basis of which admission, processing and evaluation of bids will be conducted.

Bids from prequalified companies are expected to undergo an evaluation process, which includes, initially the fulfillment of a set of technical criteria and then of the financial bid. The highest financial bid will be declared the winning bid of the KEDS privatization. The winning bid selection process will be open for the media and public.
