Discussion on the action plan for Kosovo’s participation in the Albanian energy stock market

Prishtina, 04.11.2016 – As part of the
bilateral integration of the energy market Kosovo-Albania, today in the
Ministry of Economic Development a meeting was held between the main
stakeholders of the sector, where USAID RE-Power Project presented the draft
for the participation of Kosovo in the Albanian Energy Stock Market.

With the accession of Kosovo in the AES, the country would easier fulfill its
obligations under the application of soft measures under the Energy Community
Treaty, the market would have a higher operational efficiency, competition
would thrive , and access would be created for third parties in this unique
market, and new auxiliary and balancing sources would be ensured.

Representatives of government institutions, regulators, energy operators and
representatives of USAID- Kosovo and USAID-Albania discussed the draft for
Kosovo’s participation in AES and considered that Kosovo has an obligation to
appoint an ONTE, but the cost of such activity would be high and the own market
would not be liquid.

Discussions were also held on the legislative amendments that must take place
for accession in AES, market rules and licensing, and that SEE CAO Rules  must accommodate the energy market
merger.  To fulfill these obligations a
Steering Committee must be created with representatives of the Government, ERO
and KOSTT.

Also, the participants agreed to meet in November to hold a joint meeting with
Albanian counterparts to discuss on the further steps for the common energy
market.

The Albanian Energy Stock Market (AES) is part of a new energy market model, in
line with the European Union objectives, which operate under the model of all
European stock markets.
