The Government of Kosovo publishes an Information Brief for country’s first wind tender with a capacity of 150MW

Prishtina, 02.07.2024 – The Ministry of Economy of the Republic of Kosovo (ME) plans to conduct the country’s first wind tenders for a total supported capacity of approximately 150MW, together with IFC Transaction Advisory as the lead transaction advisor, and supported by USAID Kosovo Energy Sustainability Activity (ESA).

The Projects will be implemented in two consecutive tenders of around 75 – 100MW of supported capacity each, in non-site specific locations. Each tender will consist of two stages – Request for Qualifications (RFQ) and Request for Proposals (RFP).

In order to inform prospective bidders with relevant information on anticipated requirements so that they can take appropriate steps to prepare their submission for the planned tender, the Ministry of Economy in the Republic of Kosovo has published an Information Brief.

The document presents the anticipated criteria which will be set out in the Request for Qualifications (RFQ) stage of the tender, including requirements related to the project feasibility, and requirements related to the bidder’s experience and capabilities.

However, the requirements listed in the brief are non-exhaustive and may be reviewed and additional criteria may be introduced at the official launch of the tender(s) when the final tender documentation is published.

The Request for Qualifications for the first tender is envisioned to be published in October, 2024, and prequalified bidders will be invited to submit proposals at the beginning of 2025. Whereas, the Request for Qualifications for the second tender is expected to be published in 2025.

The Ministry of Economy in the Republic of Kosovo plans to use funds from the International Monetary Fund’s (IMF) Resilience and Sustainability Facility (RSF) to help develop this 150 MW of wind capacity. ME plans to co-invest in the awarded wind projects under a Public-Private Partnership scheme (PPP), aiming to reduce the risk for private investors. Successful Projects will be awarded a long-term physically settled Power Purchase Agreement (PPA).
