Prishtina, 19.01.2018 – The Ministry of Economic Development published today the commercial contracts for the development of the Kosova e Re Thermal Power Plant project, executed between the Government of Kosovo and ContourGlobal on 20 December 2017.

The public was informed on this by the Minister of Economic Development, Valdrin Lluka, in a press conference held today, in which he noted that the contracts were made public as promised, and that any delays in the publication of contracts are a result of the approval of such publication by the investor ContourGlobal.

“Today in front of us we have the contract executed with ContourGlobal, which contains over 1000 pages. From now on, Kosovo citizens, media, civil society and all other institutions will enjoy open access to all contracts, which can also be disseminated in all forms, including electronically through the MED web-page,” Lluka said.

The head of MED said that all interested stakeholders are able to review, utilize and analyze the contracts, as well as pose any questions pertaining to the contracts in the future.

Minister Lluka said that the contract published is the exact version signed before New Year, and that he will continue to promote transparency and publish any contract in which he places his signature, so as to ensure that there will be no confidentiality over them, and they will be open to access by media, civil society and all interested parties.

Head of MED reiterated that the 1.3 billion euro project will never comprise a burden for the country’s budget, while providing Kosovo with energy security. According to him, the return on equity rate, initially set at 27 percent has been finally negotiated at 18.5 percent. Kosova e Re Power Plant will be transferred to Government of Kosovo ownership in 20 years, while its operational life will be 40 years.
