The first meeting of the Steering Committee of the Kosovo Energy Project held

Prishtina, 03.12.2025 – With the aim of accelerating the energy transition in Kosovo, the first meeting of the Steering Committee of the Kosovo Energy Project was held today, where the Secretary General of the Ministry of Economy, Leonita Shabani-Mullarama, underlined the importance of this project in building a cleaner, more efficient and more resilient energy sector.

She recalled that around 90% of electricity in Kosovo continues to be generated from old lignite plants, while buildings account for over 40% of energy consumption, with many households facing high energy costs and a lack of adequate insulation.

In this context, the project addresses current challenges through five main pillars:

  • Improving the legal and regulatory framework
  • Developing new financing mechanisms for investments in clean energy
  • Increasing public awareness and citizen participation
  • Empowering municipalities and drafting Local Energy and Climate Plans, and
  • Promoting the participation of women in the energy sector

Shabani-Mullarama also highlighted the support of international partners in implementing the new laws on energy efficiency, renewable energy, the directives on the energy performance of buildings, and in aligning with the EU Clean Energy Package.

This project, funded by the Government of Denmark and BMZ – Germany, implemented by GIZ in partnership with the Ministry of Economy, aims to lay long-term foundations for clean energy and more efficient use of energy during the period 2025-2028.

The meeting was also attended by representatives of GIZ, the Kosovo Energy Efficiency Fund, MESPI, KOSTT, EBRD, the Association of Kosovo Municipalities, the Embassy of Germany, UNDP and LUXDev.
