Request for Proposals Launched for Kosovo’s First Wind Energy Auction up to 100 MW
The Ministry of Economy published the Request for Proposals (RFP) for Kosovo’s first wind auction, targeting up to 100 MW of new wind generation capacity under a 15-year Support Scheme.
This milestone follows the successful conclusion of the Request for Qualification (RfQ) phase and the pre-qualification of three bidders, who are now invited to submit their technical and financial offers under the RFP stage:
• Akuo Energy (France);
• Notus Energy (Germany) and Stublla Energy (Kosovo);
• Guris Consortium (Turkey).
The wind auction is part of Kosovo’s strategy to strengthen energy security by increasing the country’s electricity generation capacities, and diversify the energy mix through competitive, market-based procurement of renewable energy.
Building on the experience of Kosovo’s first 100 MW solar auction, the Ministry of Economy remains committed to administering the wind auction with the same high standards of transparency, fairness, and competitiveness, ensuring that the ultimate beneficiary of this process are the citizens of the Republic of Kosovo.
Under the RFP, proposals will be evaluated on compliance and price, with contract award based on the lowest electricity price offered (EUR/MWh), which must not exceed the ceiling price. This approach aims to secure renewable electricity at a competitive price and to keep the process focused on affordability, alongside clean energy and security of supply.
This project has been made possible through the strong support of international partners, notably the International Finance Corporation (IFC) as the transaction advisor, supported by the Government of Germany, as well as the Government of Luxembourg through LuxDev, the Luxembourg Development Cooperation Agency whose sustained assistance continues to play a vital role in advancing Kosovo’s energy transition.
