Minister Rizvanolli participates in the Sixth Meeting of the Partnership for Transatlantic Energy Cooperation (P-TEC) in Athens

Athens, 7 November 2025 – The Minister of Economy of the Republic of Kosovo, Artane Rizvanolli, participated in the Sixth Ministerial Meeting of the Partnership for Transatlantic Energy Cooperation (P-TEC), held in Athens upon the invitation of the U.S. Secretary of Energy, Chris Wright, and the Greek Minister of Environment and Energy, Stavros Papastavrou.

This high-level ministerial meeting brought together ministers and representatives from 24 countries of Central and Eastern Europe, the U.S. Department of Energy and the European Commission. The discussions focused on energy security and regional cooperation.

Minister Rizvanolli outlined Kosovo’s key priorities in the energy sector, underscoring the importance of ensuring energy security and independence through the expansion of domestic generation.

She highlighted that the rehabilitation and modernization of existing thermal power plants are already underway, parallel to the development of new generation capacities from renewable solar and wind sources through competitive auctions, and the establishment of battery-based energy storage facilities supported by grants from the United States.

In her address, Minister Rizvanolli further emphasized the importance of energy affordability for citizens and businesses, stressing that increasing domestic generation and improving energy efficiency are crucial for reducing costs and enhancing the sustainability of the energy system.

Another major point raised by the Minister concerned the regional integration of the electricity market.  Following the market coupling with Albania through ALPEX last year, Kosovo is now working to deepen integration with North Macedonia and Greece, contributing to the creation of a unified regional energy market.

During the meeting, Minister Rizvanolli drew attention to the continued blockade of the transmission line from Serbia at the Kosovo-Serbia border, an act that has direct economic consequences for the entire region and threatens Kosovo’s energy security.

She pointed out that the resulting overload on alternative transmission lines has increased transmission costs for Kosovo’s consumers.

The Minister concluded by stressing that, while Europe is discussing enhanced cooperation and new energy infrastructure, it remains vital to also address the existing barriers that undermine regional cooperation.
