Inauguration of the National Spectrum Monitoring System – a project of national importance

Prishtina, 19.09.2022 – The Kosovo’s National Spectrum Monitoring System – NSMS was inaugurated today in Shipol, Mitrovica in an inauguration ceremony by the Prime Minister of the Republic of Kosovo, Albin Kurti, the Minister of Economy, Artane Rizvanolli, the Minister of Internal Affairs and Administration, Xhelal Sveçla and representatives of the World Bank and the Regulatory Authority of Electronic and Postal Communications (RAEPC).

The Kosovo’s National Spectrum Monitoring System (NSMS) enables the monitoring of frequency bands, allocated by RAEPC and other agencies to institutions dealing with protection of national security, maintaining public order, public emergency services, national border protection, civil aviation, railway safety, and audio-visual media, among others.

In his opening speech, Prime Minister Kurti thanked the World Bank for its support and highlighted the importance of monitoring the frequency band. “Since the beginning of its mandate, the Government of Kosovo has supported the KODE Project and thereby the NSMS Project as well. This Project was declared for purposes of national defense by decision of the Government of Kosovo on 13.04.2021. Developments in digitalization must be accompanied by relevant measures to increase the security of networks and systems, therefore the Government of Kosovo gives special importance to cyber security both in terms of policymaking and undertaking concrete measures that address potential risks”, Kurti said.

Meanwhile, in relation to the NSMS Project, Minister of Economy Artane Rizvanolli said that Kosovo too will join the European countries that have a frequency monitoring system, which was declared a project for the purpose of national defense by decision of the Government of the Republic of Kosovo in its first meeting during this mandate.

“The Ministry of Economy is committed to ensuring that the frequency band is regulated, yet sovereign from external influences in Kosovo. The frequency band monitoring system that we are inaugurating today will enable that, like any other asset of the Republic of Kosovo, the frequency band is not only used but also protected by the state”, Rizvanolli said.

Whereas the Minister of Internal Affairs and Administration said that today Kosovo is facing challenges and risks in the security sector, therefore attention to public security remains one of the priorities of the Government of the Republic of Kosovo and that the Ministry of Internal Affairs will continue to be guided by the principle of constitutionality, sovereignty and territorial integrity, as this principle is inviolable and will be protected by all means defined by the constitution.

For her part, the representative of the World Bank, Nicole Klingen, said that Kosovo has taken progressive steps in terms of digitalization and laws related to this sector, therefore the inauguration of this system is a step further towards the digitalization of the economy of the country.

NSMS is part of the KODE Project – Digital Economy implemented by the Ministry of Economy and funded by the Loan of the World Bank.
