Prishtina, 08.08.2023 – As of today, citizens of the Republic of Kosovo can apply for subsidies for external thermal insulation of houses, thermal insulation of roofs, and replacement of external windows and doors.

The public call for the implementation of the “Implementation of energy efficiency measures for individual residential houses” Emergency Project was opened today by the Kosovo Energy Efficiency Fund (KEEF). https://fkee-rks.net/sq/thirrjet-publike/

This project aims to support household consumers by increasing energy efficiency in individual houses and is supported by the European Union, as part of the Emergency Package, provided through the Government of the Republic of Kosovo under the IPA III Financial Agreement.

Subsidizing namely reimbursement of the cost of implementing the measures is limited to 45%, or the maximum amount of up to 5,500 Euro as the maximum possible limit for one house – individual beneficiary, intended only for private/household residence. While up to 50% of the financing amount, when the property is co-owned by the spouses, or if the wife is the owner of the house.

What is included in energy efficiency measures:

• Thermal insulation of external walls – t≥12 cm;
• Thermal insulation of roof – t≥15 cm;
• Replacement of windows and doors;
• Thermal insulation of basement/ground floor ceiling – t≥12 cm.

What are the eligibility criteria?

Habitable in 21 of the last 24 months, with electricity consumption of at least 250 kWh/month.

One of the following criteria:

• The house has no thermal insulation;
• The house is partially insulated.

What are the benefits:

The program is specially designed to provide maximum benefits to the citizen.

• The highest subsidy coverage offered in Kosovo, 45-50% of the investment;
• Flexibility and options for the owner in selecting the auditor and contractor;
• Direct reimbursement to the citizen, not involving other parties in between;
• The implementation of these measures is a priority for the future measures of the emergency package, which will be implemented by the Ministry of Economy, for heating equipment and others.

The method of application is through the E-kosova online platform http://ekosova.rks-gov.net/466

The application consists of two steps:

• Completing the application on the online platform;
• Attaching the report of the Energy Auditor;
• The online platform contains the list of auditors.

Process, Verification and Payments:

• Prior approval;
• Implementation of the works;
• Request for disbursement of the subsidy;
• Verification of the completion of works;
• Disbursement of subsidy.
