An agreement signed between the Ministry of Economy, KIESA and LuxDev for the Clean Energy Grant Scheme

Prishtina, 08.09.2025 – The Ministry of Economy (MoE), KIESA and LuxDev signed an agreement establishing the Clean Energy Grant Scheme, implemented through the project “Energy Transition and Climate Mitigation in Kosovo”.

The signing ceremony was attended by the Caretaker Minister of Economy, Artane Rizvanolli, the Caretaker Minister of Industry, Entrepreneurship and Trade (MIET), Rozeta Hajdari, the Luxembourg Ambassador to Kosovo, Eric Dietz, representatives from LuxDev, the Luxembourg Agency for Development Cooperation and the Secretary General of the Ministry of Economy, Leonita Shabani-Mullarama.

On this occasion, Minister Rizvanolli emphasized that the Clean Energy Grant Scheme provides businesses with tangible support to reduce energy costs, enhance competitiveness and strengthen their readiness for a liberalized market.

Minister of MIET, Rozeta Hajdari highlighted that Micro, Small and Medium-sized Enterprises, particularly those most impacted by energy market liberalization, will be the primary beneficiaries of the scheme.

The Luxembourg Ambassador to Kosovo, Eric Dietz, noted that the €1 million budget allocated for clean energy marks a significant step in the shared commitment to advance Kosovo’s energy transition and climate resilience.

The scheme, with a total value of €1 million, is funded by the Government of Luxembourg and implemented by LuxDev in partnership with the Ministry of Economy and KIESA.

The agreement was signed by representatives of the Ministry of Economy, KIESA and LuxDev.

Through this scheme, businesses will receive support in the following areas:

  • enhancing energy efficiency through building insulation investments,
    • installing solar photovoltaic systems (for electricity generation),
    • implementing solar thermal systems (for water heating),
    • integrating batteries for PV systems, and
    • using frequency converters to increase the efficiency of equipment already in use.

The Clean Energy Grant Scheme will provide:
• funding of up to €20,000 for an individual measure,
• funding of up to €25,000 for a package of combined measures.

In addition to funding, the scheme will provide capacity-building and technical support to beneficiaries, ensuring that all investments are sustainable and long-lasting.
