Prime Minister Kurti and Minister Rizvanolli inaugurate efficiency investments in 4 renovated social housing buildings in Prishtina
Prishtina, 15 August 2025 – The Caretaker Prime Minister of the Republic of Kosovo, Albin Kurti, accompanied by the Caretaker Minister of Economy, Artane Rizvanolli, inaugurated works in four multi-apartment social buildings in Prishtina, housing 200 families, including 100 families of KLA martyrs and veterans and 16 female-headed households.
The ceremony was also attended by the EU Representative in Kosovo, Alessandro Bianciardi, Managing Director of the Kosovo Energy Efficiency Fund, Driton Hetemi, and the representative of Prishtina Municipality, Gëzim Kastrati.
The inauguration of the works is part of the project “Implementation of Energy Efficiency Measures for Multi-Apartment Social Housing Buildings”, an investment of €1.24 million in Prishtina alone covered works including external insulation, replacement of windows and doors, roof thermal insulation, installation of a new heating system, installation of intercoms and fire protection measures.
Implemented by the Kosovo Energy Efficiency Fund, the project is supported by the Government of the Republic of Kosovo, with 90% of funding provided by the European Union and 10% contributed by the Municipality.
Prime Minister Kurti highlighted that the four renovated buildings inaugurated today benefit 200 families, comprising 790 residents in total, through an investment of €1.24 million.
“Following these renovations, residents will enjoy warmer and safer winters. The total investment amounts to €1.24 million, 90% funded by the EU. Renovation works include roof and wall insulation, replacement of doors and windows, and installation of new heating systems and safety measures. This project is part of a broader €6 million program encompassing 28 social housing buildings across 13 municipalities, benefiting 889 families”, Prime Minister Kurti stated.
Meanwhile, Minister Rizvanolli underlined that for the financing of similar projects in the future, the government is cooperating with the Kosovo Energy Efficiency Fund. Now that the Fund has accumulated project implementation experience, the aim is to expand the initiative to additional residential buildings.
“We are very pleased to have two forthcoming projects. One has already been signed for the renovation of 400 public buildings and is pending approval by the Assembly once it is constituted. Regarding the residential sector, the Fund, together with us and all partners, is currently designing the schemes, after which we will proceed with project financing”, Rizvanolli stated.
Alessandro Bianciardi from the EU Office in Kosovo emphasized that the European Union will continue supporting Kosovo in energy efficiency investments, which provide improved living conditions for residents.
“I am pleased that the energy support package is facilitating such a significant investment for the benefit of citizens, while simultaneously advancing Kosovo’s energy transition”, he said.
As part of the energy efficiency reform, in addition to social housing buildings, the Government of Kosovo has supported the renovation of 15 public buildings in Prishtina, including hospitals and universities, with a total investment of approximately €4 million. Furthermore, with the support of the European Union, 425 families have received subsidies exceeding €1.5 million for the insulation of their houses.
