Opening of Qualification Bids for the First Wind Auction with a Capacity of up to 100 MW
Prishtina, 20.02.2025 – The Ministry of Economy (ME) carried out the public opening of applications submitted based on the Request for Qualification (RfQ) in the competitive bidding process for the Wind Project with a targeted capacity between 50 and 100 MW, benefiting from the Support Scheme.
The companies and consortia that have applied are:
– “Notus Energy” and “Stublla Energy” from Germany and Kosovo;
– “Akuo Energy” from France; and
– “Gurus” Consortium from Turkey.
Applications to fulfill the qualification requirements by potential bidders closed on 20 February 2025 at 12:00, with 3 bids received. The 4th bid, submitted by the “One Era” Consortium from Kosovo, is expected to be evaluated because it was submitted after the specified deadline.
The Application Opening Committee will subsequently decide in accordance with the relevant criteria outlined in the Request for Qualification.
Following the opening of applications, the Minister of Economy, Artane Rizvanolli, stated that they have ensured a fair and transparent competition.
“The experience from our first 100 MW solar auction taught us that when we offer an opportunity for fair and transparent competition to the private sector do we not only spark the interest of serious and prestigious global companies, but also secure favorable prices for citizens. We have already completed our legal framework with the adoption of the Law on Renewable Energy Sources, on which this auction is based. Until the final implementation of this project, we once again commit to follow high standards of transparency and competitiveness”, she concluded.
Over the coming weeks, the Evaluation Committee, composed of members from the Ministry of Economy, the Ministry of Environment, Spatial Planning and Infrastructure, the Energy Regulatory Office, as well as the Transmission System Operator – KOSTT, will evaluate the bids against the minimum financial, legal, and technical requirements specified in the Auction Dossier.
Whereas the second phase of application is the Request for Proposals, which shall commence during March of this year, where the qualified companies will have the opportunity to submit their technical and financial proposals for the construction of the wind plan with a targeted capacity of up to 100 MW.
After the first solar auction, this first wind auction will further supplement the energy mix with renewable resources.
